Job Title: Research Officer

Job Purpose

  • Be responsible for researching and monitoring human rights development within Africa and prepare advisories as necessary and also contribute to articles / publications.

Major Duties And Responsibilities
Under the overall supervision and guidance of the Secretary to the Commission, the Research Officer shall perform the following duties and responsibilities:

  • Conducting legal research required of the human rights situation in individual countries including, in particular, data and information related to thematic areas
  • Ensuringprovision of necessary inputs to the preparatory process of State Periodic Reports,including supervising the drafting of relevant documents.
  • Analyzing data and information from countries and other forms of research as required.
  • Perform any other duties as may be assigned.
  • Undertake research into thematic human rights issues of interest to the African context.
  • Carryout extensive legal research, particularly on international human rights law as well as monitor relevant developments in international human rights law.
  • Write information materials for external and internal circulation including discussion papers and policy guidelines on interpretations and applications of human rights norms.
  • Assist the Commission in formulating and laying down principles and rules aimed at solving legal problems relating to human and peoples' rightsand fundamental freedoms upon which African governments may base their legislation.

Academic Requirements and Work Experience

  • Candidates must have a minimum of two (2) yearsof relevant practical experience, preferably within a major Government, International Organization, Public or Private sector organization.
  • Candidates must hold a Bachelor’s degree in Law, Political Science, International Relations or other related disciplines with a minimum of five (5) years postgraduate work experience in related field. Or Master’sdegree in Law, Political Science, International Relations or other related disciplines with a minimum of two (2) years postgraduate work experience.

Job Title: Interpreter / Translator - English

Job Purpose

  • Be responsible for the Interpretation at the sessions and meetings of the ACHPR as well as for translating of the documents of the ACHPR from French, or Portuguese/Arabic into English.

Major Duties and Responsibilities
Under the overall supervision and guidance of the Secretary to the Commission, the Interpreter/Translator shall perform the following duties and responsibilities:

Main Functions:

  • Carry out functions related to the functioning of the Interpretation and Translation Unit
  • Liaise with the various Units of the ACHPR  for coordination and alignment purposes
  • Prepare budgets for the Translation and Interpretation Unit in accordance with relevant frameworks.
  • Maintain databases, records and registers of Translation and Interpretation Unit for accountability and control.

Specific Responsibilities:

  • Provide simultaneous, interpretation during conferences, statutory Sessions and meetings of the ACHPR audience’s discussions etc.
  • Provide consecutive , liaison and other forms of interpretation whenever required
  • Check appropriate references to ensure exact understanding of use of AU technical terminologies.
  • Ensure all documents of the ACHPR are prepared in all working languages of the African Union, and that all documents emanating from the ACHPR are of an impeccable standard in terminology, syntax, style and presentation, and provide quality translation of working documents on a wide range of subject matters in a timely manner.
  • Check working documents before interpretation and before  and after translation to ensure contextual understanding, linguistic accuracy and conformity with established AU terminologies.
  • Regularly consult colleagues, specialised dictionaries/glossaries, data banks;
  • Refer to appropriate reference sources to ensure translation accuracy.
  • Participate in the development of AU terminology database by compiling terms in the course of their work into glossaries for subsequent validation by the Reviser and inclusion in the ACHPR in-house terminology bank.
  • Regularly update specific terminologies, phrases, special expressions, lexicons and acronyms in order to expand vocabulary and enhance skills.
  • Have a good working knowledge of the Computer Assisted Translation Tool (CATT);
  • Protect the confidentiality of information;
  • Ensure quality translation of working documents on a wide range of subject matters in a timely manner and in the respective AU working languages; and
  • Perform any other duty relevant to their work as may be assigned by the Secretary to the Commission, the Deputy Secretary to the Commission or immediate supervisor.

Academic Requirements and Work Experience

  • Candidates must have a Master’s Degree in Interpretation, Translation, Modern Languages or related fields from a recognized institution.
  • 7 years  experience as an interpreter / Translator out of which 3 years should be at expert level. 
  • A degree in Legal studies will be an added advantage.
  • Certification of Translator/ Interpreter’s professional member status from a recognized professional body is essential.

Remuneration

  • Indicative basic salary of US$ 42,879.00 (P4 Step 1) per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance US$17,514.00 per annum, education allowance (100% of tuition and other education related expenses for every eligible dependent up to a maximum of US$10,000.00 per child per annum), etc. for internationally recruited staff and a maximum of US$ 3,300.00 per child per annum for every eligible dependent for national and locally recruited staff.

Job Details

  • The African Commission on Human and Peoples’ Rights (ACHPR) is an organ of the African Union established by virtue of Article 30 of the African Charter on Human and Peoples’ Rights. It was adopted by the OAU Assembly on 28 June 1981 and came into force on 21 October 1986 under the Organization of the African Unity to promote human and Peoples’ Rights and ensure their protection in Africa. The ACHPR’s was inaugurated on 12 June 1989 and its seat is in Banjul, the Gambia.

Job Purpose

  • Be responsible to work closely with the Commission to prepare document on cases for referral to the African Court on Human and Peoples’ Rights.

Major Duties and Responsibilities

  • Under the overall supervision and guidance of the Secretary to the Commission, the Senior Litigation Expert shall perform the following duties and responsibilities:
    • Assist Commissioners in drafting legal pleadings  on communications pending before the Commission and which require referral to the African Court on Human and Peoples’ Rights;
    • Assist Commissioners in drafting replies on cases before the Court;
    • Prepare reports and fact sheets on the status of cases assigned to him/her;
    • Timely follow up on cases assigned to him/her;
    • Assist Commissioners in legal research and analysis of legislation and jurisprudence;
    • Liaise with relevant stakeholders to gather needed information to buttress arguments in the case;
    • Provide legal assistance to the Secretary to the Commission in  her day-to-day work as may be required;
    • Perform any other duties as required.

Academic Requirements and Work Experience

  • Candidates must hold a Bachelor’s Degree in Law with a minimum of eight (8) postgraduate work experience or a Master’s Degree in Human Rights with five (5) years postgraduate work experience. Admission to the Bar in an AU Member State and practicing as an Attorney or Advocate is an added advantage. Any other qualification in the area of human rights law would be an added advantage.
  • Candidates must be familiar with the African Human Rights system.  He/she must have an experience in drafting legal pleadings and court litigation preferably on human rights and before regional or international mechanisms; experience with the African Court will be an added advantage.

Job Title: Senior Planning, Monitoring Evaluation Officer (Fixed term non-renewable)

Job Purpose

  • The Planning, Monitoring and Evaluation officer will be responsible for designing and implementing the Monitoring and Evaluation activities of the ACHPR; assisting the Secretary to the Commission in preparing Quarterly, mid-year, and annual reports on progress and performance in meeting the mandate of ACHPR and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project.

Major Duties and Responsibilities

  • Under the overall supervision and guidance of the Secretary to the Commission to the Commission, the Senior Planning, Monitoring and Evaluation Officer shall perform the following duties and responsibilities:

Planning, Designing, Coordination and Management:

  • Develop and implement a robust MEAL System for ACHPR, ensuring that it is institutionalized within the existing ACHPR management framework. This includes establishing policy, procedure, theories of change and tools for data collection and use consistent with M&E resources, log frame to demonstrate results and impact and build ACPR staff capacity to understand and use the M&E system
  • Work with ACHPR staff to collect activity-specific quantitative and qualitative data, maintain quality assurance of data collected, coordinate overall ACHPR quantitative and qualitative data collection
  • Lead the compilation, validation and analysis of data collected from Intervention and activities of ACPHR & AU member states, consolidate into reports and disseminate for knowledge management
  • Establish and promote programming quality and innovation, which will be achieved through developing and improving monitoring, evaluation, impact assessment and learning methodologies
  • Ensure that all activities in the ACHPR are continually monitored and that lessons are documented and communicated to inform on-going implementation and future programming
  • Guide the ACHPR Team in designing and implementing activities that are outcome and impact-focused and enhance accountability to stakeholders in line with International donors' policies and practices

  • Take lead in developing monitoring and evaluation tools and process and coordinate with Monitoring and Evaluation Unit of donors to obtain guidance and updates on policies and guidelines on M&E.

Knowledge Management, Accountability, Research and Learning:

  • Ensuring proper dissemination of information and knowledge management among relevant stakeholders through intranet and e-learning opportunities.
  • Lead and strengthen MEAL Communities of Practice, discussion fora, learning events for cross team learning and sharing to improve quality of programming in Human and Peoples Rights.
  • Ensure learning from reports, researches, studies, assessments, evaluations, program reviews is disseminated and incorporated in management, planning, decision and development of future project.
  • Facilitate cross-organizational sharing of good practices between organizations, agencies, institutions local and international engaged in Human and Peoples Rights works and interventions.
  • Maintain an up-to-date knowledge of both current, and newly emerging monitoring, evaluation and accountability methods related or specific to Human and Peoples’ Rights;
  • Support the development of Human and Peoples & Rights accountability feedback mechanisms and the analysis and documentation of feedback received from country programs for learning purposes.
  • Lead organization and delivery of learning and reflection workshops and other programmatic learning processes and products (e.g. learning papers, evaluation summaries, discussions on online Communities of Practice).
  • Enable ACHPR to develop its capacity to conduct and deliver high quality researches on Human and Peoples Rights issues.
  • Conceptualize and manage research/studies on Human and Peoples’ Rights to support the development of strategic and innovative programs.

  • Develop and implement an effective M & E mechanism for Results-based Management.
  • Establish internal control system and Standard Operating Procedures that will transit ACHPR towards Results-based Management.
  • Ensure quality control of results (from formulation, implementation and closure) that deliver results, build capacity of ACHPR to develop evidence-based programs informed by Theory of Change.
  • Develop appropriate formats and monitoring tools for collecting data on all ACPR activities and from different sources producing data on Human and Peoples Rights.
  • Working in consultation and coordination with relevant ACHPR staff take lead role in developing effective database on ACHPR activities and Human and Peoples Rights Issues.

  • Design and conduct a system for field visits, and data verification in order to ensure that the quality of information that ACHPR and partners report is accurate, timely and relevant.
  • Facilitate regular monitoring visits ACHPR activity area, closely working with regional HR monitoring NGOs and CSOs to conduct qualitative and quantitative assessment of the implementation status.
  • Take lead in liaising with development partners in consultation and coordination with ACHPR team in resolving issues related to delivery of sustainable results.
  • Take lead role to organize and facilitate ACHPR monthly performance review meetings to review monthly activity implementation and lead evaluation activities of ACHPR.
  • Work closely with the media and communication officer/department of ACHPR to disseminate information on activities and results to increase public awareness of the mandate, functions of the ACHPR.
  • Establish documentation and reporting culture within ACHPR, collect, compile, analyze data and information produced by ACHPR staff and other partners, consolidate and produce monthly, quarterly and annual reports for ACHPR take lead role in submission of quality, accurate and timely of reports to donors and partners.

Capacity Development of ACHPR:

  • Identify M&E capacity gap, challenges and needs of ACHPR and individual staff and develop capacity development plan to enhance their capacity in planning, monitoring and evaluation.
  • Through training and mentorship build individual and institutional capacity of ACHPR in planning research, monitoring and evaluation for delivery of results, accountability and reporting.
  • Provide continuous coaching and technical support to ACHPR staff on program reviews, monitoring, and evaluation to strengthen institutional capacity and M&E system for delivery of sustainable results.

Academic Requirements and Work Experience

  • Candidates must hold a Bachelor's Degree in Monitoring and Evaluation, Statistics, Operations Management, Program Management or Project Management or other related fields of study with eight (8) years experience. Or a Master's Degree in Monitoring and Evaluation, Statistics, Operations Management, Programmer Management or Project Management or other related fields of study with a minimum of five (5) years postgraduate work experience in related field.
  • Candidates must have relevant working experience working at a supervisory level in MEL with proven experience in managing, developing and executing MEL strategies and systems, in an international or continental environment.

Remuneration
The net salary for this post shall be $88,832.14 per annum (all-inclusive).
