What’s the Role?

You’ll be Expected to:
  • Active liaison with hub asset managers, senior leader(s) and business focal points to understand their needs, advocate direction and develop management plans;
  • Manage minor upgrade / construction of building infrastructure projects (CAPEX & OPEX) where applicable, including HSE, cost quality and programme;
  • Managing about 60 contractors from the host communities;
  • Ensure timely payment of contractors – in line with approved payment plan for community contractors. This requires prompt vetting and processing of all contractors’ invoices to ensure actual value of work done, proper documentation and early payment;
  • Providing a wide range of HSE-critical support services while ensuring safety and competence of a large and diverse work force, mostly community workers.

    • The three-circle model of organisational development (Internal, programme and external capacity areas)

Background
The Agents for Citizen-driven Transformation (ACT) programme was designed by the EU as its response strategy on the need to invest and engage more with the Civil Society Organizations (CSOs) in 7 states and FCT, Lagos, Kano, Sokoto, Edo, Adamawa, Borno and Rivers States).

Recognizing that strengthened Civil Society actors have great potential to contribute to the achievement of sustainable development in Nigeria if their capabilities as drivers of change are enhanced, the ACT programme will implement innovative actions that will support the strengthening of institutional mechanisms, structures and processes aimed at improving the internal, external and programmatic environments of selected CSOs, networks, and coalitions.

The ACT programme is funded by the European Union under the 11th European Development Fund and is managed by the British Council.  The programme will be implemented over a period of five years from July 2018, with the first 6 months serving as the programme’s Inception Phase for the development of strategies for full programme implementation and will support the EU to strengthen the voice of civil society across all its current programmes.
 
ACT is working with different categories of CSOs including Networks/coalitions who are different level of formation, therefore ACT would support “Emerging” CSOs- These are CBOs that provide services or support to local communities. They do not have organisational systems and processes in place, with very limited financial sources. In some cases, they are only funded by members of the organisation and they may not have a business operational space, thus making it very difficult to comply with registration or other legal requirements for its operations. There is limited evidence of gender and social inclusion mainstreaming.  There is no consideration given to risk, ownership or the sustainability of activities. This category will be supported through Coaching.   

ACT would also facilitate access to Mentoring support to “Developing” CSOs- These are CSOs that provide services or support to their constituents at local, state or national level; they have a system of governance in place, but may struggle to source required resources to be fully functional. There is evidence of Gender and Social Inclusion mainstreaming.

They have acceptable processes in place for management, financial records, plans and may have basic or adequate infrastructure to operate and make efforts to ensure ownership at constituent level.  There is limited focus on sustainability as these CSOs may struggle to attract enough financial and human resources to remain fully functional and may lack some skills to manage and operate the CSO, or to fully mitigate against areas of potential risk. They are compliant with registration requirements but could be at risk of being non-compliant if not supported, are not always able to consider the sustainability of their CSO and are at risk of not accessing the required resources.    
 
Another level of coaching and mentorship support is required for CSO networks/ coalitions in the states- believed to have considerable reach based on the number of NGO memberships they have. Networks are complex, difficult to manage because it involves the governing of members who are autonomous with diverse objectives and goals. Through this support, the networks should learn to build trust of their members and other stakeholders by being open and accountable. Networks must create open lines of communication among members. Networks should have strategy to build technical capacity of members. The networks should be able to coordinate policies/programs.
 
The Objectives of this Assignment
  • The objective of this assignment is to improve selected ACT CSO partners output and enhance the organizational systems and sustainability mechanisms of participating organizations through coaching and mentoring.
Approach and Activities
  • Consultants will be required to provide coaching and mentoring support for:  
    • Organizations at the earliest stages of their development whose organizational development systems are in rudimentary form. These organizations do not have organisational systems and processes in place, with very limited financial sources. In some cases, they are only funded by members of the organisation and they may not have a business operational space, thus making it very difficult to comply with registration or other legal requirements for its operations. There is limited evidence of gender and social inclusion mainstreaming.  There is no consideration given to risk, ownership or the sustainability of activities.
    • Organizations that provide services or support to their constituents at local, state or national level; they have a system of governance in place, but may struggle to source required resources to be fully functional. There is evidence of Gender and Social Inclusion mainstreaming. They have acceptable processes in place for management, financial records, plans and may have basic or adequate infrastructure to operate and make efforts to ensure ownership at constituent level.  There is limited focus on sustainability as these CSOs may struggle to attract enough financial and human resources to remain fully functional and may lack some skills to manage and operate the CSO, or to fully mitigate against areas of potential risk.   • The Consultant will work with teams and individuals on a one-to-one basis in an organization using a task-oriented methodology to enable the organizations develop specific skills and behaviours necessary to strengthen their operating systems
  • The consultant will be guided by the report of the capacity assessment, already conducted by ACT, to come up with an extensive plan required for the organizational coaching and mentoring.  
  • The consultant shall provide the services and deliver the deliverables to the British Council, with reasonable skill, care and ability in accordance with the standards set by British Council in any contractual agreement associated with these Terms of Reference.  
Scope of Work:
  • The role of the consultant(s) is to provide coaching and mentoring support on organizational development for 5 ACT supported CSOs in a state
  • This work will be done with the Supervision of ACT state focal persons and the ACT Component 1 team.
Deliverables
The deliverables for this assignment include:  
  • Reviewed organizational systems and structure
  • Clear and documented sustainability plan for participating CSOs
  • Regular feedback and sharing of coaching and mentorship progress through reports, with the ACT team  
  • Final comprehensive report of the mentoring and coaching process
  • Individual coaching and mentoring plan and targets for participating CSOs (this should come with agreed timelines)
  • Individual Monitoring and Evaluation Plan for measuring progress of input with participating CSOs
  • Redefined strategic positioning of the CSOs
Risks:
  • Risk remains with travel, we do not envisage specific risks at this stage, however, security advice will be provided on the relevant State prior to commencing the consultancy.
Monitoring & Evaluation:
  • ACT will monitor progress towards the achievement of the Deliverables closely
Timing and Resources:
  • TBD after ACT review of expressions of interest.
Management Arrangements:
  •  The Component one Team Leader will be responsible for the day-to-day as well as oversight management of this assignment.
Requirements
This Consultancy firm has been selected on the following basis:  
  • Registered to operate as a consultancy firm in Nigeria/Certified coaches and mentors
  • Having a Postgraduate Degree in Strategic Management, Development Studies or other related Social Science courses
  • Expert in human development and interpersonal dynamics with good advisory and mentoring skills
  • Expert in fostering organizational competencies by using performance management tools
  • In-depth knowledge of organizational change management and empowerment process.
  • Extensive work experience and proven record in multi-stakeholder engagement and strategic management.
  • Good analytical and documentation/report writing skills

  • The Consultant will be required to develop organisational development toolkits and handbooks and to facilitate training sessions on the use of organisational development toolkits and handbooks
  • The consultant shall provide the services and deliver the deliverables to the British Council, with reasonable skill, care and ability in accordance with the standards set by British Council in any contractual agreement associated with these Terms of Reference. 
Scope of Work:
  • The role of the consultant(s) is to work under the supervision of the ACT Component 1 team to Research and draft Organisational Development toolkits for ACT supported CSOs and to deliver trainings on the use of developed toolkits.
Deliverables
The deliverables for this assignment include: 
  • Organisational development toolkits developed (following several rounds of drafts, reviews and revisions)
  • ACT Civil Society partners trained on the use of organisational development toolkits and handbooks
  • Develop and share pre training and post training evaluation forms (for ACT CS partners) with the ACT 
  • Administer and share consolidated finding of the evaluation exercises with the ACT Team
  • Details of each facilitation/training exercise including data of all participants of the exercise, the venue and the date (ACT attendance register sheets will be provided) 
Risks:
  • Risk remains with travel, we do not envisage specific risks at this stage, however, security advice will be provided on the relevant State prior to commencing the consultancy. 6. Monitoring & Evaluation
  • ACT will monitor progress towards the achievement of the Deliverables closely
Timing and Resources:
  • TBD after ACT review of expressions of interest. 8. Management Arrangements
  • The Component one Team Leader will be responsible for the day-to-day as well as oversight management of this assignment.
Requirements
This Consultancy firm has been selected on the following basis: 
  • Registered to operate as a consultancy firm in Nigeria
  • Knowledge of organisational development
  • Evidence of previous experience on developing organisational development toolkits and handbooks  
  • Evidence of previous work relevant to training and facilitation exercises for CSOs
  • Previous Organisational Development experience (at least 10 years of supporting OD)
  • Evidence of Knowledge of the CS environment (Including NGOs, CBOs & Networks)
  • Holds at least a Master's Degree 
  • Have expressed ability to travel 
  • Have at least 10 years of working in the NGO sector in Nigeria 
  • Have the ability to write a technical report in a clear and concise manner without losing key details and salient points from the discussion.

Job Description (Roles and Responsibilities)  
  • This role will be based in the British Deputy High Commission in Lagos. Working directly to the Head of Regional Campaigns (West Africa) to provide regional campaign support across Western Africa, the successful candidate will bring specialist skills in digital content creation, campaign delivery, social media analytics, monitoring and evaluation.
  • You will be enthusiastic and proactive; have excellent organisational skills and a broad understanding of how media and digital channels can be used to reach and influence audiences; and be a team-player with a passion for developing your campaign planning skills.

  • To deliver these new partnerships, HMG is rebooting its ability to deliver creative communication campaigns across the continent, with the launch of the Africa Campaigns Hub – and we are looking for an ambitious, talented and motivated Digital Consultant to join this new team.
  • The Africa Campaigns Hub will be a team of 14 communications specialists split between London, Pretoria, Nairobi and Lagos, designing and delivering creative pan-African communications campaigns.
Roles and Responsibilities
  • Translate business and policy objectives into digital communications objectives, generating ideas and plans to meet them and being confident in providing strategic digital communications advice.  This includes working closely with policy colleagues in London and across the HMG Africa Network to identify excellent digital stories that will advance our communications objectives, whilst also identifying and managing risks.
  • Working with a Campaign Planning and Support Officer, input into a grid of digital communications activity to help plan future campaigning and media stories.
  • Monitor digital output from across the HMG Africa Network, capturing and sharing examples of best practice across the network and identifying teams who would benefit from further training or support.
  • Work closely with the FCO’s digital network – including the hub in Pretoria, and the digital network manager in Madrid – and engage collaboratively with other British government department digital teams.
  • The role is subject to change as the Network and requirements evolve.
  • Develop and create high-quality original digital content including video, graphics, photography, tweets and other short form content, in support of key strategic objectives, tailored to different local needs across Sub-Saharan Africa.
  • Work closely with Africa Campaigns Hub colleagues across London, Lagos, Nairobi and Pretoria, providing support to ensure communications campaigns make strategic use of digital communications techniques and platforms. Ensure digital communications are fully effective, make use of audience insight, and are properly targeted and evaluated.
  • Support the upskilling of communicators across HMG’s Africa Network in line with the latest Government Communication Service learning and development programmes, including in digital campaign planning, digital audience insight and production. This includes championing the improvement of visual content across HMG’s Africa Network, and working with local teams to adopt a story-telling approach to digital content. This includes using evaluation and data insight to inform campaign planning and understand the impact of our digital communications.
  • Build trusted relationships with local, national and international partners, developing and maintaining an active directory of third party stakeholder contacts – from academia, NGOs, think tanks, campaigners and social media influencers – for supportive digital engagement opportunities. Use this network to ensure the HMG Africa Network is fully plugged-in to the latest thinking and movements in the digital sphere.
Essential Qualifications, Skills and Experience  
  • Experience of dealing with and managing corporate brands
  • Experience in running campaign/activity reports and accessing social media analytics
  • Knowledge of the social media landscape across Africa - and specially Western Africa - and how different social media channels are being used across the continent
  • An effective communicator with strong customer service skills, and comfortable presenting to and persuading senior staff
  • Driven and able to deliver against challenging timelines
  • The ability to learn quickly and work with a high degree of autonomy
  • Minimum 2 years’ experience producing high quality visual content for impactful communications campaigns
  • Graphic design and production skills, including experience of Photoshop or equivalent
  • Video production and editing skills, including experience using iMovie, Adobe Premiere Elements, Final Cut Pro or equivalent
  • Experience taking briefs and ability to establish a clear and nuanced understanding of client needs whilst at the same time able to shape and guide those with lesser experience on the best way to develop digital content
  • A positive “can-do” attitude that can see way through challenges
  • Excellent organisational and self-management skills to respond effectively to tight – and changing – deadlines and priorities
Desirable Qualifications, Skills and Experience  
  • Experience delivering training and/or designing training to be delivered by others
